Water Service-Backflow Prevention

Sec. 18-30. Definitions. [As used in this Article*]the following words and phrases shall have the meanings indicated below:

Backflow: The Flow of water or other liquids, mixtures or substances into distribution pipes of a potable water supply from any source other than its intended source. Back siphonage is on type of backflow.

Backflow Preventer: A device or means to prevent backflow.

Contamination: See "Pollution".

Cross-Connection: Any physical connection between a potable water supply and any waster pipe, sewer, drain or any unapproved source or system. Furthermore, a cross-connection is any potable water supply outlet which is submerged or can be submerged in any source of contamination.

Health Hazard: Any conditions, devices or practices in the water supply system and its operation which create or may create a danger to the health and well-being of the water consumers.

Plumbing System: Includes the water supply and distribution pipes; plumbing fixtures and traps; soil, waste and vent pipes; building drains and building sewers including their respective connections, devices and appurtenances within the property lines of the premises; and water-treating or water using equipment.

Pollution: The presence of any foreign substance (organic, inorganic, radiological or biological) in water that tends to degrade its quality so as to constiture a hazard or impair the safe usefulness of the water.

Potable Water: Water that is free from impurities in amounts sufficient to cause disease or harmful physiological effects. Its bacteriological and chemical quality shall conform to the requirements of the Florida Department of Environmental Regulation and applicable national standards.

Sec. 18-31. Cross-connections. Cross-connections between the Town's potable water system and other system or equipment (including private wells) containing water or other substances of unknown or questionable safety are hereby prohibited except when and where, as approved by the Town, suitable protective devices have been installed, tested and maintained to ensure its proper operation so as t protect the community water system from prohibited cross-connections; however, the Town may permit interconnection to its water system by other suppliers if such other system is regularly examined as to its quality and evidence is presented to the office of the Town Clerk or Manager, on schedule as he may reasonably require, that the water in its bacteriological and chemical quality conforms with all requirement of the Town of Hastings, Florida, and the State of Florida Department of Environmental Regulation and any applicable national standards and provided, further that such systems interconnected meet all requirements of the State of Florida Department of Environmental Regulation and provided, further, the suitable protective devices as used herein must be installed, at the cost of the consumer, in agreement with and under the supervision of the Town at the consumer's meter or at the property line of the consumer when a meter is not utilized or a location designated by the Town. Suitable protective devices are:

1. Air gap separation;

2. Reduced pressure backflow preventer;

3. Atmospheric vacuum breaker;

4. Pressure vacuum breaker; [or]

5. Double check valve assembly;

provided such devices meet the specific design criteria of the Florida Administrative Code, section 17-22.107(4)(C)(1)-(5).
